Q. im sending a friend a birthday gift. I live in victoria and he lives in queensland. How long will it take for him to receive it?
itl be some kind of chocolate and a card. Is food allowed to be sent? and can i wrap it like a present and put the card on top? or does it need to be in like those post boxes..

A. Sure you can send food. Happens all the time. You can wrap it and put on a ribbon, add a card and anything else. HOWEVER, once you have it all wrapped, THEN you must put it into another box so that the post office will accept it. You could not send it just in its birthday wrapping.
We have no idea how long it will take. Depends on the class of postage you pay for, mostly.

A. Call them. Each facility slightly different.
Nothing metal or with any edge. Even sharp plastic, like a letter opener, is forbidden. No tobacco. Some singing greeting cards have metal, so, no. You can mail letter, but no stick on labels or stamps. Pictures are allowed. but only so many and so big. No nudes. No money but a credit to his/her commissary, up to $300/month I think, ok. One I/M had $3,000 in his! (Probably all laundered drug money from outside!)
Letters can take 3-5 weeks Unless you give them to his/her lawyer. Email messages are 75 cents and they get them in a day, free response.
Almost anything not specifically addressed can be construed as "contraband". Nothing in my shaving kit was specifically forbidden, but they held it, anyway. All of it. Could let shaving soap bar and brush thru and held mug.
