Ideas for good return gifts?

Please suggest some ideas for return gifts for a 3 year old's birthday party for under $5.

whistles...balloons....bouncy balls from the grocery store.....a few pretty cookies with their name in icing on them....jumbo crayons...........do something at the party they can take home (decorate paper bag masks) have the eye holes and mouth holes already cut out and let them glue stick stuff on it...
decorate cheapy hats- you can get them for $2 at a craft store and get things to glue/paint on.
those sippy cups that you can design/draw on the paper and then it goes into the edge of the sippy cup. Totally personalized for each kid...or put a picutre your son drew and his picture on them...
fingerpaints and big sheet of paper...

my daughter is forever bringing home party invitations she even has 2 parties on the same day next week! i was just wondering if anyone had any good ideas of what to buy as spending about £15-£20 on each kid is getting rather expensive! i dont want to get anything that looks too cheap as it seems to be who can buy the best present when i go to kids parties these days. not that i agree with that. i always try to get as much as i can for them with the money like buying toys that are half price etc. the parties are for girls 5th birthdays.

We have close out stores here in the US like Big Lots and Tuesday Morning. IDK if you have anything like that in the UK but that is usually where I get gifts from. Usually they have nice stuff but less pricey. For example, you can get puzzles there for under $8 but retail they are upwards of $10.
